Checking Version of `corda.jar` without `node.conf` Issue

Description

When checking the version of corda.jar, without the node.conf or supporting node files present (using the command below), and exception error is raised that could be handled better:

I'll make sure we log a nicer message, but the entire CordaCaplet needs a redesign to allow working without a presence on the file-system. Also, most keys are hard-coded.

Not sure, no work was done because I couldn't reproduce.
